Overarching Goal

Accelerate alignment — and build momentum, not deals. From political priorities to aligned, structured projects; from alignment to preparation and bankability; from bankable projects to integrated regional corridors and systems. PIDA Week creates momentum for delivery — it does not close deals.

The binding constraint is not capital — it is alignment. Endorsed, financed, even prepared projects still stall on legal, regulatory and institutional alignment — the asset is ready before the ecosystem is. Delivery is a layered sequence: political → legal → regulatory → fiscal → technical → institutional → operational. A project advances only as far as its weakest upstream layer — and the burden compounds with every added state.

Specific Objectives

  1. Accelerate alignment — legal, regulatory, institutional, technical, fiscal and planning — across PIDA PAP 2 and regional projects.
  2. Advance preparation, maturation and bankability of priority projects, with a focus on the CEEAC/Central Africa portfolio.
  3. Strengthen the productive use of infrastructure and energy investment — corridors, value chains, local content, industrialisation.
  4. Improve coordination among promoters, RECs, preparation facilities, development banks and investors.
  5. Build momentum: agree a roadmap with clear responsibilities and a follow-up mechanism to accelerate delivery.

Programme Architecture — Alignment First

Axis 1 · Leads — Accelerating Alignment

Legal, technical, institutional, regulatory, fiscal and planning alignment as the condition for bankable regional infrastructure projects.

Axis 2 — Preparation, Maturation & Bankability

Maturity diagnostics, preparation clinics and links to preparation finance — once alignment is moving.

Axis 3 — Productive Use of Infrastructure & Energy

Corridors, value chains, local content, industrialisation and energy investment that put assets to work.

Axis 4 — Water, Sanitation & Resilience · AU 2026

The continental priority of the year — bankable water access, sanitation, standards alignment and resilience, aligned with the AU 2026 theme: Assuring Sustainable Water Availability and Safe Sanitation Systems to Achieve the Goals of Agenda 2063.

Expected Outcomes

  1. Alignment diagnostics — priority projects mapped against the alignment layers; blockers located.
  2. Consolidated pipeline — a consolidated portfolio of priority regional projects.
  3. Needs identified — alignment, preparation and financing needs clearly identified.
  4. Commitments to accelerate — follow-up commitments, formalised without pre-judging amounts.
  5. Brazzaville Roadmap — an acceleration agenda with clear responsibilities.
  6. Sustained momentum — a post-event follow-up mechanism and final report.
